The tourist development must rest on criteria of durability, it must be bearable long-term on the level ecological, viable on the economic plan and equitable on the ethical and social level for the local populations. The development and total management are a process framed concerning resources in order to ensure durability of it, while making it possible to preserve our natural and cultural capital, including protected spaces. Tourism being a powerful instrument of development, it can and must play an active role in the durable development strategy. A good management of tourism must thus guarantee the durable character of the resources whose this activity depends. Tourism must contribute to sustainable development, while being integrated in the natural environment, cultural and human, it must respect fragile balances which characterize many tourist destinations, in particular the fragile small islands and ecological zones. The active contribution of tourism with sustainable development presupposes necessarily solidarity, the mutual respect and the participation of all the actors, of the public sector and private implied in the process. This dialogue must be based on effective mechanisms of co-operation on all the levels, room, national, regional and international. Safeguarding, protection and the development of the richness of the natural heritage and cultural offer a framework privileged for the co-operation. To take part in sustainable development, tourism must be based on the range of possibility that the local economy offers. The tourist activities must fully be integrated in the local economy and contribute in a positive way to economic development local. The development of the alternative forms of tourism respecting the principles of sustainable development as well as the diversification of the tourist products constitute factors of stability.
